Not blinking

I've seen posts on excessive blinking, but what about people that don't blink? The son of an associate rarely blinks. He is 14 months old. His eyes tend to tear at times. Is this normal? I've never heard of this? What would cause someone to not blink? I heard the father say, "We can't even make him blink." They seem to think it's funny. If it were my kid I'd be really concerned. Anyone have any thoughts?
