A patient probably wouldn't exactly have "bubbly sounds" but may have shortness of breath from poor heart and lung function, a cough which may have frothy sputum with or without a bloody tinge. If you listened to such a patient's lungs with a stethoscope though, you may hear crackling and bubbling from the accumulated fluid.
